Rear fog lights linked to the fronts using a sub loom / relay / new switch .

That is a great idea. I turned a reflector into an indicator using an amber LED shining through a red reflector on my Cobra, it flashes amber and retains the original look. I added a couple of 1" round reflectors in a discrete spot to keep the ministry happy.
If your reflectors do not reflect any more you could always add a pair of the square boot lid reflectors, the car would look stock, and be safe.

They reflect aswell it just takes a little thought on how to do it .
 
It's more common than you think. Rover R8 rear light units combine the reflectors with the tail lights as well.
 
Down here those things are the bane of my driving! Fog is not common here, and many idiots who dont know what their switches do seem to leave them on when its dark. Some cars, like BMW, MB, Daewoo, AUDI etc have lights that are brighter than brake lights, and I hate driving behind them.
