Hi, I believe you are correct in that the pipe is the return back to the tank.
I have seen this before on cars that have had electric pumps fitted. The return pipe ensures a full flow of fuel at all times, thus preventing the "Vapour lock" problems when restarting from hot. These are blocked off with an electric pump to stop the pump whirring away constantly with the engine switched off & ignition on.
Not sure if this is a good practice or is it standard with an electric pump?
I'm sure somebody can shed more light on this??

Most cars with electric pumps have a return feed, at the same time they have a pressure regulator which allows excess pressure to be released back to the tank and maintain sufficient pressure to work fuel injectors.

I think that when the regulator kicks in, when the operating pressure is reached, the pump is then switched off by the regulator.
