what is that grommet for that I circled?

That´s odd :!:
The choke cable passes through a totally different spot right now. Much deeper and on the other side of the bulkhead :?

I think most went through on the other side to that grommet, but I have seen them coming through there as well.
 
Hi, I double checked and looked at my '75 before answering, but thinking about it my earlier
one's did come through the other side as Harvey says, because it was always in the way when
I lifted the air filter up to work on it.

Standard location for a series 1 car. I've never seen the choke cable use a different hole here in Canada.
