Welded Sill Repair

Hello

I had the front rotten part of the inner sill repaired and I looked at the early finished car and the repaired section is still open on the inside, the 90deg angled repair piece that was used was left with a pathway for water to get out (or in!). This surprises me, should it be sealed up completely as a box section? I can get them to do it but they seemed to think leaving it open is best. It is a bit of a moot point as this car will not see rain. But ?
 
I would say open, "sealed" enclosures never are, all they do is suck moisture from the air and let it condensate on the inside surfaces with no hope of the water ever running out ie a water trap that will invariably turn into a rust trap.

There should be drain holes on the outside, like the semicircular one here:

The rest of it should be welded up completely, IMO.

I think that they were trying to skimp a little. I think the "drain hole" is also still there and the new air gap that is left is quite huge and over the top - easy for just about anything to get in there. Maybe even a small rodent could get through and make an acceptable next in there.
 
In that case I'd start to wonder whether it's structurally strong enough. A box section loses a lot of strength when it isn't one. :?
