Variation in Timing!!!

I checked my timing this weekend and noticed that at 700-750 rpm with the vacuum disconnected the timing, varies over about 2-3 degrees. I have the old girl set at TDC (due to no 5 star) and so it is very easy to notice.

Does any member have any explanation for this. My assumption is some wear in the distributor, but is the cam wear, centrifugal problems or any other ideas? Also would an electronic ignition conversion kit make any difference.
