Starter motor problems

I'm having problems starting my 1973 P6 V8. When turning the ignition key the starter motors fails to engage and after about 4 attempts or so of turning the ignition key off and then on again it engages, turns the engine over and it starts. The solenoid appears to be working okay as it is not clicking when the starter motor fails to engage. I've removed the starter motor and bench tested it and it works fine. Any thoughts as to what the problem may be would be very much appreciated.

I had the exact same problem once - turned out to be a failing relay, 6RA I believe, located (on my car) on the inner fender.
