Fuel,carb, issue that has me stumped

Once again, the saga continues with the 1968 2000TC I saved from the crusher. Fuel pump rebuilt, plug wires set right, no timing marks anywhere, so i set the timing the old fashioned way, bringing number 4 up on TDC, and making sure the distributor is in the right place.

Problem is, it quit running, which I traced to a bad fuel pump. It never did run quite right, but I figured I'd sort that out. What is happening is that it runs intermittently. sometimes for a minute or two, sometimes ten, sometimes about 3 seconds. I am flooding the plugs as evidenced by the soot on them, yet at the same time, the motor is starved for fuel! Can find no vacuum leaks, sometimes I get fuel pumping to the carbs, sometimes, I can pull the fuel line off and crank away, and nothing happens.....No fuel! When it does run, 20 minutes of diagnosing results in consumption of about two U.S. gallons of fuel.

I end up adjusting the carbs to feed more fuel to keep it running, because it is starving, which results in , suddenly, too much fuel, and flooding, and downright soaked spark plugs. pretty much at the end of my wits here, and making the decision to either pull the carbs and rebuild them, which I am not sure will solve the problem, as sometimes, it actually runs fine, or throwing in the towel on my Rover experience! Any help would be appreciated. Seems a shame to give up after sorting out all the electrical issues.
 
Try running on fuel from a slave tank rather from the one on the car, if you suspect the pump then you could always plumb in an electric one from your slave tank to eliminate that as well. If the pump isn't supplying fuel and you adjust the carbs to compensate, then it will run rich once the fuel supply is restored. The pushrod for the pump could be intermittantly sticking in the "out" position which would stop the pump until the pushrod goes back in. If they are HD8 carbs then they flood directly into the engine. There will be timing marks on the flywheel, and there are probably marks on the front pulley as well, but they don't always have a pointer there.
