Won't hit 4000rpm and rough under load

So my grandfather is fixing up his 1968 Rover and has come to a complete halt...so I figured go online -

This is what I do know (apologies if there's info here you would already know is implied) -

-Starts and runs, but won't make 4000 rpm and runs rough under load
-drops back to idle after trying to get rpms up
-2000 TC with US Specs fuel bypass system
-butterfly poppet valve is closed
-new plugs, leads, coil, distributor, and fuel pump
-good compression hot and cold
-cam clearances all ok

Maybe it's weak valve springs or loose seat?

If it has dropped a valve seat it will rattle, and run on three cylinders only.

Sounds like a fuel starvation issue. Take off the fuel line and hand pump the fuel pump. It should spray fuel really well. I had a similar issue with mine. I had to get the fuel tank cleaned and lined at the radiator repairer, and run new fuel lines.

How old is your fuel? If more than about 6 months then drain it and start again with new. Your symptoms are spot on for stale fuel in the UK and I see no reason for things to be greatly different in the US.

Could be worth running a tempery line from a fuel can to the pump or carbs to check that it is a fuel problem. Doing this will by pass your currant lines and if it runs as should you will know that it is your fuel or the lines or possibley your pump not strong enough..??
 
Sounds like fuel starvation.

Suggestion:
In-line fuel filter [if fitted] is contaminated with water. [Had this happen once and the symptoms were exactly as described.]
