Each car supplied with a space saver spare has different rules for use of the wheel and it is set out in the drivers handbook, but basically, the theory seems to be that the tyre is safe below the maximum speed rating for that space saver, as long as it is fitted where the hand book says it can be fitted.
I did use a space saver spare on my R75 estate once when I had a puncture at work. I drove 60 miles home at 50 mph or below, along the M6 and must admit, it was very scary. Not only because the car didn't feel safe at 50 let alone daring to venture above, but also it was the other vehicles on the road, who were obviously intolerant to me doing 50mph. Even the artics were flying by and getting far too close for comfort, as if I was in the wrong and they were trying to make a point.

Personally after that I got a standard sized spare. However I think that if you have a space saver spare and are forced to use it due to a puncture, ect, then I think the kit should also comprise a sign for the rear of the car to let other users know why you are travelling so slow, especially when on a motorway.
