Is ok to hold it in 2nd and go to drive? And vise versa?

I have had a 1973 P6 V8 auto for a couple of months now

The other day I felt like accelerating continuously up this hill but of course it went to third and the event was kind of over

Is it ok to put it into second gear at relatively low speeds (maybe no more than 30 mph?) and accelerate from there?

What would be the safe / sensible limit to then slide it into drive?

I have this lovely sounding engine and I would like to stretch it out now and again
 
Yes, absolutely. If you notice the gate is designed specifically to allow this. There is no lock (ie you don't need the button) between 2 and D.

I think I probably would but it would be good to know if I should (or must)

That's exactly the way your Rover should be driven, @Jiminwatford! Enjoy the throaty raspy roar regularly. Let's be honest, compared to contemporary cars these old V8 Rovers are no longer considered to be quite as quick as they once were, but they still make that glorious noise.
 
If you lift off you will very likely get a clunky change-up. Just keep your foot where it is.

And you can take second up to 70mph if you like. Check your kickdown is working.

Great. The kick down is working, i just hadn't planned the run up the hill and suddenly felt like revving it out a bit. Now i know i can just slip it into second and enjoy the noise

Yeah, not fast but fast enough to enjoy. I think mine has a stainless rear section exhaust but generally for a standard car they make the best noise :D
