Ignition warning light not working

Hi this is my first post on this site since 2011 so please excuse me if i seem a tad rusty.
After a long time searching i have just bought a very nice 1969 series 1 3500 p6, the problem i have is the ignition warning light does not work(yes the bulb is ok)
The battery is charging when i check it with my multimeter with the engine running so the alternator seems ok ,could the culprit be the ignition warning light relay? and if so where is it located? i can see the 4tr control box and the relay for the alternator but i cannot find the warning light relay.
Also when i remove the bulb from the ignition light holder on the dash and with the ignition switched on when i put the probe of the multimeter into the base of the bulb holder and the other probe to earth i get a reading of 12.6 volts! so why does the bulb not light?.
Sorry if the post is a little long but i wanted to try and give as much info as possible

Other than the above the car is FANTASTIC.

The base of the lamp is permanently live when the ignition is on and the relay applies an earth to light the lamp, so your information points to the relay or its wiring being faulty. Not sure where the relay is on your car though.
