I wouldn't expect that. The clamping force once you have the brakes applied, even if just on the pin ends, would reduce the shear forces that want to tear out the holes or shear the pins.
That said, clearly the ideal is the holes are big & deep enough. I have experienced this with jobber-brand NOS pads, and I've always opened up the holes.
