fluctuating ammeter

Car is a P6 1971 3500 auto. Recently when starting and occasionally when driving the ammeter goes to full + deflection for a few seconds and then returns to normal charging. This has also happened sometimes when driving at normal steady speed with revs at around 1500-2000. There has also been occasions when the ignition light comes on for a few seconds and goes out again. Most of the time the ammeter is steady at 0.This has happened recently during the hot weather. Does this indicate a breakdown of the charging unit or other components on the alternator ?
 
Could be a faulty regulator - if it is an 11AC it is external, the 18ACR is onboard. Both easy to replace. The 18ACR module is only a tenner. 11AC module called the 4TR £40+
