well no, it doesn't apply to CARS or MOTORCYCLES so the answer is NO

however if you see these signs without knowing that, you might be tempted to pay the £11.50 "payment" in your car just as the TOP GEAR crew did when it happened to them!
THEN you find out later it doesn't apply to CARS or MOTORCYCLES

not to be confused with the ULTRA LOW EMISSION ZONE of course

nice one Pete, okay so neither of them apply to us then !! :p good news (and I wish I had known that!!)

The TFL website is rather confusing for ULEZ exemptions. If I put my 1955 vehicle in, it states its not exempt, and directs you to the payment site when you try to pay it then states its exempted.

TFL like things to be confusing, they have generated 130,000 fines at a minimum of £80 each since it came into operation in April,

I paid it because of all the mean looking CCTV signs along the dual carriageway !! ooops!!

Not at all Falkor, You did the correct thing and brave of you admitting you made a slight mistake the fines for theses things can soon add up so I can see why you paid I just wonder how many other people full for this maybe a freedom of information is needed.
Why they are making everything far to complicated for people.
If you have the time it would be very interesting what there response would be if you wrote
a simple to the point letter explaining the situation and requesting a full refund, it is not money that there entitled to and it should be returned.
Is there is Solicitor on this forum? We have everything else here expert knowledge
from around the world and more.
Best Wishes to you all

A very Good point TheRovering just said how did they take your payment when your car is exempt ????
It is obvious no checks being made against your vehicle information or other people allowing anyone to make payment
do they not have a duty of care ? for unwitting members of the public, I bet the computer soon works to take the payment
I must stop or it will be a long rant

yes I went into a post office 2 weeks ago with the V5. post office scanned it but told me I must send V5 into DVLA notifying a change of tax class to Historic which I did. so far I have received no reply and still don't have the V5 back

It's one of those things that will need forward planning in the future as they become more common. Over the Channel these zones are quite common so you need to plan ahead, I have the "green" sticker for my Golf, for instance for when we go to Germany. Birmingham is due to introduce a LE zone shortly so in future it won't be about just planning the route but also checking out the places you are going to.

(Cars registered in the "Disabled" class are exempt as well btw!)

I changed one of mine (not Rover) back in April, the first time I could do so and the Post Office staff took the V5 (as they're supposed to do) and I had a new one back from DVLA after approx 3 weeks. I also renewed the tax at the same time (now free as Historic) and the refund for the remainder of the paid-for tax arrived a few days after the V5.

It seems mad that people have to apply for the Historic classification, and then apply for 'free tax' annually and you can fined for not taxing it, even though it's free.

I suspect that if your car isn't shown as Historic on the database, no exemptions re congestion charge apply; computer says etc. etc.. Daft, but that's the world we now live in.

That’s why you had to pay ulez

When the ulez was first introduced I entered my p6 To check, being a 71 car it's been tax exempt for years.
Showed as being except form charge.
Had to take my son up town a month ago and when I rechecked shows as NOT exempt now !
After reading this thread I've just rechecked again and now exempt?

I also changed my motorcycle to Historic class in April and the first PO I went to said I had to send V5c to DVLA , so went to another one that completed it & sent V5c themselves, had refund and a new V5c in about a week. I believe the DVLA insist on renewing each year to keep the database updated to send the "fines" to the right person!

Now I know why I can't he bothered to take a car into London.

Out of intetest, I've just input details of my car, registered as Historic, and it says ULEZ is applicable, £12.50 per day. However, if I believe it to be exempt, I must create an account and register the car there. Elsewhere, it says it should automatically exempt if it's registered as Historic but this entry was clearly written before the system went live in April. At one point it still talks about pre-1973 cars but later says 'pre-1979 cars' etc.. You have to pay the charge until such time as TFL (Transport for London) determine otherwise. Another item, not on TFL site, mentions it coming into effect 7 September 2020.

These systems clearly show the problems with camera enforcement relying solely on what's entered on a computer, I'll give London a miss :)
