Overfuelling problem.

Hi everyone.I have got a 1968 Rover 2000tc which is running rough and has a bad overfuelling problem in one of the carbs which I believe are HS 8.A fellow p6 er Bill Matthews kindly offered his assistance in the matter and having taken the pots off quickly identified the problem as an imbalance in the carburettors.One of the jets is level with the top of the chamber and the other one is a good 1/4 inch below.Tried to find out what makes the jet rise and fall and adjust it accordingly but we could not find the adjuster.Can anyone assist with any instructions on how to do the adjustment so both jets are level.Hope I have explained this clearly enough.
Car sounds like a Subaru with a dump valve.

There’s a screw with a lock nut next to the idle adjust screw on the carbs. It’s down beside the bell. If you follow below the screw you’ll see a lever with a rod going down to another lever holding the jet. The HS8 carbs on P6s are unique with this feature over other installations.
