It's most common to be the sender.
I recently had the same issue and the old sender had a small internal leak which made the sender to read incorrect pressure, on idle the pressure was high and it was droping when reving up.
Yes the use of thermoplastic paint and that all panels were mounted on the base unit when painted did create some problems.

Date of build is 23 March 1976 and for some reason it were built with V8-type front swivel and brake calipers.
The only non original part is the reservoir for the brake/clutch fluid.
I bought this 2200TC 1976 20 years ago from the first owner.
Only 100 000 km (62 000 miles) and in a very good condition.
Still got the original paintwork
You don't need to take the head off for shiming the tappets, just the camshaft. But that's almost the same procedure as removing the head but you retighten each cap with a distance piece.
The WSM tells you how.

I have used the Gliptone colour for many years in different cars without any problem, even in the extreme heat we had this summer here in Sweden.
But if the leather isn't really clean before the colouring it may be sticky according to the manual.
If you use the Gliptone conditioner it might seal...
There is no problem in using a short neck water pump instead of a long one.
It's only the fan blade that will be I bit far behind the radiator, the pulleys will align.
I have used a short one on my 2200 TC 1976 for many years and no heating problem.
